Human rights: the evolution of the concept

The present article aims to explore the evolution of the concept of «human rights» within the liberal theory, from the human rights inherent to all human beings to the minority rights. This study emphasises the crisis of ultra-liberalism and the actualisation of communitarian ideas and deliberative democracy.

The presented article reveals the nature and essence of legal culture. The main purpose of the article is to study legal culture as an important part of modern education. The scientific work is based on the existing approaches and developments of the authors, whose scientific interests are reduced to the study of the role of legal culture in the formation of the personality. The conclusions presented by the authors reveal the main directions for improving the level of legal culture, both of an individual and of society as a whole.

The objective of the study is to determine the principle of mutual responsibility of the state, society and the individual in the system of high-quality implementation of the right of children and youth to education during the period of the spread of coronavirus infection. The author examines the development of legal regulation in the field of ensuring the right to education and the directions of its development in the context of a forced transition to distance learning.

The author explores international law providing for the possibility to obtain consent to sterilization of a legally incapacitated individual through the judicial procedure based on the experience of the United States of America. At the same time, it is the judicial procedure for obtaining consent to sterilization of a legally incapacitated individual that is the most common in foreign legislation. In this regard, a reference legal regulation provided by the laws of the states of Arkansas, Virginia and Georgia is being scrutinized.

The article discusses the issue of the readiness of reconnaissance of the headquarters of the Voronezh and Central Fronts in the period of preparation for the Battle of Kursk and measures to improve military intelligence. The importance of the reorganization of intelligence agencies in the USSR, carried out in April 1943. and its impact on the state of affairs in the field of intelligence activities of the front-line apparatuses. It is concluded that the reform of intelligence structures during the war is a very difficult matter and fraught with serious costs in obtaining information about the enemy.

The article is devoted to the large-scale and controversial events of 1812, the struggle of the Russian people for independence, the role of military judicial bodies in these brutal battles. It is concluded that, largely thanks to the military judicial authorities, by the final stage of the Patriotic War of 1812, such problems of the initial period of hostilities as systemic looting, desertion, drunkenness and disobedience to command were eliminated.
