Supporting universities in the higher education system: organizational and legal aspects of development

Аннотация / Annotation:
The article considers the status and role of supporting universities in the development of the regional socio-economic system. The problems and prospects of the development of the network of reference universities in the framework of the implementation of the goals and objectives of the state educational policy are shown. The author comes to the conclusion that it is necessary to consolidate in the educational law the foundations of the legal status of supporting universities as formed elements of the higher education system of Russia.

In the article, the author comes to the conclusion that guilt is understood as the mental attitude of a person to the criminal act committed by him and its consequences. At the same time, from the point of view of proof, this is the most difficult category, since it reflects the intellectual and volitional component of the criminal behavior of a person. The type of intent and negligence determines the degree of public danger of the crime and is subject to mandatory establishment by the court.
