Global educational space and problems of higher education development in Russia: organizational and legal aspect

The article analyzes the problems of the development of the system of domestic higher education in the conditions of the formation of the global educational space, the formation of the world market of educational services on the principles of free competition. The author notes that changing the role of the state in influencing socio-economic processes requires the necessary superstructure of administrative and legal regulation mechanisms in the field of higher education, taking into account the modern realities of globalization.

Legal norms competition problems in obtaining secondary general education within secondary vocational education

The educational program must meet the requirements of two federal state educational standards, when implementing secondary general education within secondary vocational education. Sometimes such requirements do not fully correspond to each other. Based on the consideration results of this norms competition, the article concludes that the secondary vocational education standard norms are prioritized.

The identification of constitutional values as an independent institution of constitutional law of the Russian Federation is substantiated. The author’s model of the Institute of Constitutional Values of the Russian Federation has been formed.

Violation of the terms of logging of forest plantations as a basis for criminal prosecution

The article is devoted to the issue of qualification of an act related to the activities of forest users for harvesting wood in violation of the permitted terms of felling trees. Currently, violation of the terms of timber harvesting is considered as a criminal offense, according to the author, this provision is controversial, in this case, the actions of the forest user are seen as signs of an administrative offense.

The article attempts to consider the relationship of zemstvo statisticians with local authorities and zemstvo residents, as well as their cultural and educational activities. The authors come to the conclusion that, largely thanks to them, intellectual life in the provincial city became more lively and rich.

The article shows the role of M. A. Barclay de Tolly, Minister of War, and P.M.
