The councils of conciliation between the parties of educational relations: a necessary tool or imposed fiction?

The councils of conciliation between the parties of educational relations were a novella of Federal Law “On education in the Russian Federation”. The author analyzes their structure, functions and notes typical infringements in local statutory acts that regulate concil’s activity. The article states that educational organizations do not resort to the procedure of conflict resolution by means of new institute of educational law and there are variants that can improve the situation.

The councils of conciliation between the parties of educational relations were a novella of Federal Law “On education in the Russian Federation”. In addition, the authors show how to optimize the training tool by incorporating the training video, the “Task” element and the “Progress Indicator” block.

The legislator decided to transform the complex of preventive measures, diversifying it with the emergence of a new measure. This modification of the established system gave rise to a polarity of opinions on the effectiveness of the system of preventive measures as a whole, and each separately.

The article analyzes the legal regulation of the constitutional and legal status of the state emblem of the Russian Federation, the status of the emblem of the RF subject. In the science of constitutional law there is no special study devoted to the constitutional and legal status of the state emblem, the emblem of the subject of the Russian Federation. The objective need for its definition is dictated by the indication in the legislation on the status of coats of arms. Some confusion is added by the inconsistency in the terminology used in constitutional practice and legislation.
