This article examines the challenges of institutionalizing legal monitoring in Russian law. The authors note that the current legal monitoring framework in the Russian Federation reduces the effectiveness of this tool for improving the quality of legal regulation and governance. They conclude that it is necessary to develop and adopt a specialized federal law on regulating legal monitoring in the Russian Federation.

This article examines the issue of a child’s right to communicate with a parent living separately. Unfortunately, in disputes over children, parents are sometimes preoccupied with protecting and defending their own rights and interests, which are inconsistent with the child’s interests and sometimes even violate them. Based on an analysis of legal and judicial practice in family matters, the authors propose a number of measures, including measures to improve the institution of mediation for resolving family conflicts and protecting the rights of the child.

The article analyzes the problem of sovereignty in Russian classical literature of the 19th and early 20th centuries. The category of “dialectics of three sovereignties” (state, communal, personal) is proposed as an analytical tool. A distinctive feature of the Russian paradigm of sovereignty based on responsibility has been identified. Genuine sovereignty in the Russian tradition begins with power over oneself and represents an integral system of mutually conditioned principles.

The author analyzes the competition between the church and the state in 18th- and 19th-century Europe, as well as the role of religious denominations in education. In Catholic countries, the Church dominated, but the revolution of 1789 secularized the education system. In Protestant countries, education was linked to religion, which contributed to its widespread popularity. The author concludes that state policy determined the development of education, balancing between confessions and secularization, which contributed to social progress.
