The problem of preparation and defense of a thesis for the degree of Doctor of Law – is one of the most pressing problems facing the Russian science. This paper analyzes the features of legal regulation of training doctoral students, and concluded that the Russian science facing a crisis in the production and reproduction of scientific personnel, unless changed some aspects of legal regulation of doctoral training.

The best minds, talented researchers, economists and scientists-agrarians, for historical reasons, were doomed fulfil their intellectual and creative potential far from home. Despite the difficult conditions of existence, prominent Russian scientists-agrarians were able not only to survive and stay in the profession, but also to organize a number of unique research organisations which have made their mark in the world of science.
