This article discusses the functional and purposeful orientation of the “Introduction” subsection of a dissertation submitted for an academic degree, which contains a descriptive and summarizing account of the state of scientific development (as researched by other authors) of the topic (subject-object area, thematic scope, thematic sphere) of the dissertation research. The article justifies the relevance of this discussion and presents the author’s concept for classifying and explaining the most significant aspects of the functional and purposeful design of this subsection of the dissertation.

The article attempts to analyze the uneven distribution of access to information and communication technologies that is developing in the world and in Russia, and the impact of this factor on various aspects of life both in society as a whole and in individual social groups. It was emphasized that digital inequality exacerbates existing disparities in education. Digital literacy of teachers: diagnosis of legal and instrumental gaps

The article examines the issue of uneven development of teachers’ digital competencies. Based on a regional monitoring study involving 1,056 teachers, key deficits were identified in knowledge of regulatory frameworks and in the use of state digital platforms. A comparison with data on students’ digital literacy indicates the systemic nature of these deficits. The findings provide a basis for developing targeted professional development programs.
