The adoption of the Federal Law of July 31, 2020 No. 248-FZ «On State Control (Supervision) and Municipal Control in the Russian Federation» led to the control and supervisory activities allocation of as an integral part of the prevention of risks of causing harm (damage) to legally protected values. The article discusses approaches to preventive measures in the field of education in Russia and in a number of European countries. Based on the results, it was concluded that Russia, in terms of the institutionalization of preventive measures, compares favorably with many other European countries.

Interdependence of the institutions of substantive and civil procedural law

The article reveals the close relationship between the institutions of substantive law and the institutions of civil procedural law. By substantive law, we mean all legal branches, the rules of which are applied by the court in the consideration and resolution of civil disputes. Judicial protection of legal right and interests in some cases becomes a necessary option for resolving the legal conflict of the parties and the court decision plays the role of a law enforcement act.

The subject of the analysis of this article is the possible forms of abuse of the right when concluding a fixed-term employment contract with employees in accordance with the provisions of Part 2. Art. 59 of the Labor Code of the Russian Federation. For the first time in Russian historiography, the article highlights the process of creation, the main directions and forms of work of the Military Department of the Central Executive Committee in the first year of Soviet power. The experience of considering military issues in the military department of the Central Executive Committee is analyzed, the practice of implementing the decisions taken on the demobilization of the old army, the creation of the Armed Forces of Soviet Russia, carrying out broad ideological, propaganda and mass agitation work in them is considered.
