Educational service as an economic category in pedagogical activity

The article carried out theoretical studies of the concept of «educational service». The importance of education in the pyramid of human needs is highlighted. The process of production and implementation of educational services at the university is characterized. It is concluded that the term «educational service» is present and is inherently associated with pedagogical activity.

The Methodology of Situational Experiment in the Quality Assessing of the Implementation of International Law Standards for the Interuniversity Student Transfer and the Security of Educational Relations of Higher Education.

Аннотация / Annotation:
Through interuniversity transfers, students and universities build close competitive relationships for the full and high-quality implementation of academic freedom and increasing mutual responsibility. Using a situational experiment, it is shown that the inter-university transfer procedure satisfies the criteria of institutional security and is capable of proactively blocking substandard behavior and other deviations from international and national legal standards of educational relations in higher education.

Violation of the rules of conduct and ethical standards by students is a significant problem of higher education. Teachers and university management try to prevent and suppress academic fraud of students, to form the values of honest behavior among them. The article analyzes its types; elements of the regulatory framework; methods of control, prevention and punishment for dishonest behavior; emphasizes the ethical problems that arise in the detection of academic fraud.

State distribution and compulsory employment of university graduates: arguments for discussion

The article discusses the prospects for the restoration of centralized state distribution (compulsory employment) of university graduates in the context of the reform of the Russian higher education system. Based on the results of a critical analysis of the arguments of supporters and opponents of this initiative, an author’s model of compulsory employment of young specialists is proposed, which will ensure the staffing needs of the regions without violating the constitutional rights and freedoms of graduates.

The article examines sisters’ of mercy legal status during the Russian-Turkish War of 1877‒1878 and peculiarities of regulation of their activity, which was implemented by the Society for the Care of the Wounded and Sick Patrons, the Ministry of War and representatives of government authorities. By means of documents (compilation of documents, orders from the Military Department, circulars, rescripts) and other sources (memoir literature) it was identified the nature of the interaction between private charitable structures and the military medical service and afterwards there were made conclusions about the inappropriateness of competition between them.
