On the possibility of using a narrow interpretation of the state in jurisprudence along with a broad one

In the scientific literature, the state is understood either as a state-organized society (a broad interpretation of the concept of “state”), or as part of it, for example, a system of state bodies or its element (a narrow interpretation of the concept of “state”). However, it is possible to use both of these interpretations with benefit for jurisprudence, provided that the narrow interpretation does not deny, but assumes loyalty to the broad one.

The article analyzes the constitutional and legal regulation of the right to education in the Democratic People’s Republic of Korea (DPRK). The conclusion is made about the political and legal nature of the education system as an important tool for the implementation of state ideology in North Korean society. The right to education ensures the improvement of the general cultural level of citizens, technological modernization of the economy, as well as the preservation of the national identity of North Korean society.

The article analyzes the constitutional and legal regulation of the right to education in the Democratic People’s Republic of Korea (DPRK). The conclusion is made about the political and legal nature of the education system as an important tool for the implementation of state ideology in North Korean society. The right to education ensures the improvement of the general cultural level of citizens, technological modernization of the economy, as well as the preservation of the national identity of North Korean society.

Тhe mechanism of formation of learning outcomes based on the requirements of law. It is established that the independence of the procedure for the formation of professional competencies in medical education it can lead to differentiation of qualifications of medical personnel, which is negative for the health care system. The authors propose to level the problem by departmental regulation of the uniformity of the formulation of professional competencies on the part of the Ministry of Health.
