Constitution of the Russian Federation provides not only the right to receive an education, but also the requirement of compulsory basic general education. The article focuses both on the technical and legal problems of implementation of this provision, and the other, almost notes in the scientific environment factors. In particular, the article describes the entities whose actions must be focused on the duty of children to receive basic general education. Identified law flaws made by the legislator to ensure the (warranty) of this rule, among the most significant of which is called a lack of responsibility.
