Status of a system of professional sociological education is characterized. There is a speciality ‘Sociology’ in 124 universities in Russia, and annually more than 4,000 students-sociologists are graduated. A number of students-sociologiests is about 20,000. A competition for this speciality in many universities is more than 10 people for one place. But only at university that has it as a faculty this discipline is obligatory one, at other universities it is an elective discipline.

‘Rossiyskaya Gazeta’ has conducted a virtual round table related to discussing an issue of effectiveness of work of universities in November 2012. Not only universities’ rectors but also specialists in a sphere of organization of education have taken part in the round table. It is stated that after combining the final list of non-effective universities that will be produced to the end of February of 2013, we can examine offers of the Ministry of Science and Education for their reorganizing. Universities will not be closed but the weak universities will be merger to the strongest institutions.

An analysis of a system of monitoring of quality of general education and recommenadations on parameters of estimation of its quality are given. Social aspects should arise within systems of estimation because their utilization meets social needs.
