Graduate education in Russia: between science and education

Low efficiency of modern Russian graduate school led to its transformation into independent educational level. To ensure international recognition of Russian scientific degrees it is necessary to refer to Western countries experience, especially the USA, in designing graduate (PhD) programs. Bearing in mind Russian reality, it is also necessary to create and develop special procedure of conjunction educational process and receiving scientific degree.
