11th International Conference ‘Economic Psychology: Modern Problems and Challenges of Development’ was conducted in Saint-Petersburg State University for Economics and Finances in the end of 2011. It was found there, that educational problems are the key problems for supporting high quality of modernization processes. A round table, that demonstrated productivity of interdisciplinary approach to development of the solutions, was conducted. The chair was PhD in Economics Head of the Laboratory of Social and Economic Problems of Entrepreneurship of Saint-Petersburg State University for Economics and Finances E.Kh. Lokshina. Materials were prepared by I.E. Zadorozhnyuk and O.A. Barakh.

A new concept ‘a level of education of a ruler’ is implemented. Tendencies of its evolution in monarchical, totalitarian, democratic and other type of political regimes are given. A statement that reasons contradiction between a ‘specialized’ level of education of a ruler in a democratic country and necessity to have spacious mind for making decisions in conditions of modern social reality is set. The solution is in creating an institute of universal education, which will give future rulers fundamental knowledge that monarchs in the past educated at home have had.
