The role of financial and economic factors to drive and develop the system is indicated in the article. There is described the new legislation for education based on the positive experience of the reforms, in particular its project development in the frame of the Federal target program of education development for 2011-2015.

In this article we have presented the prisoner person’s correction and development concept. The one includes innovational principles, a new inveloped mechanism of the person’s correction in extremal conditions. They are: the extremity principle, the congruence principal, the equilibrium principle between the personal isolation and social communication and the compensational mechanism between the personal isolation and social communication. Besides, it has been presented the results of the program realization for the prisoner’s correction in 33 prisons in Volga federal area (district).
