M.P. Karpenko’s concepts of passionarity and vigorousness concerning modernization of education are considered; their philosophic analysis is given, where practical tasks of enrollment of students studied in distributed universities are represented. An important problem of access to information databases and up-to-date educational technologies is discussed in connection with qualitative growth of country’s competitive ability. Policy of better dissemination of these technologies for mass education in Russia, which meets the requirements of the reality in the Russian state, is specified.

Organizational Changes in Russian Universities: Institutionalization of Quality of Education

The results of research of organizational changes in Russian universities based on quality of education are represented in the article. Typical consequences of introduction of an idea of quality management on organizational structure level are shown in series of interviews with top-management of six state universities. Negative expectations concerning implementation of quality management systems is followed by localization of this idea inside separate university subdivisions and ceremonial organizational restructuring.

Special features of Perception of New Social Technologies in Education (‘background-figure’ phenomenon)

A role of constancy of perception and stereotypes of barriers on the basis of a phenomenon ‘background-figure’ is analyzed for assessment of innovations in a field of education. They are valuable things for those participants of educational process, who support existing forms of educational activity and have no wish to change them. These barriers can be considered as a bar on a subjective level for introduction of any new social technologies in a field of education, including television education, having high productivity in educational content delivery.

Staff reserve of an organization supports achievement of its strategic goals, such as profit from principal activity, win leading positions on market and positive image formation. Increasing a level of readiness of personnel for organizational restructuring is based on personnel training and retraining through supplementary education in adjacent specialties, re-orientation and increasing responsibility. The practice shows that non-state universities often and successively propose appropriate educational technologies.

Non-State Universities and Problems of Students Employment and Graduates in Conditions of World Crises

Graduates of two university subsystems existing in the Russian Federation a state and non-state one compete on labor market. Graduates of non-state subsystem are more active and successful participants of labor market, especially in crises. This situation is explained by materials of the analysis of processes of employment of graduated from the Academy of Labor and Social Relations and the Modern University for the Humanities. Selection is based on full tracking of graduates’ employment and make corrections in curricula on the results in these two universities.
