Formal approaches of designing a system of forecasting of a challenging need in a nuclear sphere in young specialists graduated from special universities are considered. Specifics of solving this task for conditions of enterprises of nuclear-energy complex are set; modern methods of solving such tasks in special conditions are analyzed. Main stages of solving a task of forecasting of a need of enterprises in young specialists and accounting results of simulation are represented.

Special attention is paid to the participation of a large corporation in training and retraining and skills development in the interests of the Kama industrial cluster, which is especially important in Russia’s membership in the WTO.
