Аннотация / Annotation:
The problems of the competence-based approach for training specialists, primarily engineers-innovators in system of higher professional education are discussed. The process of industrial innovations assumes constant updating of models and is based on the transfer of new research products in the consumer product, that determines the specificity of training, ability to think analytically and to communicate with researchers. Based on the results of expert evaluations and using statistical factor analysis the authors developed criteria for competency-based training of engineers and managers, as an important instrument for development of educational process in universities and in system of additional professional education.

Considered educational strategies implemented in the country in the last 25 years, as well as the impact of the changes that have occurred in the educational space on Russian society. It is shown that further progress on this path does not adequately respond to the geo-cultural, geo-economic and geopolitical challenges of the XXI century and deprive Russia future. Proposed a number of measures that would help overcome the current educational crisis.

On the basis of all above-mentioned aspects the complex of recommendations about decrease in level of threats university graduates’ social security in the sphere of employment is offered.

The arguments in favor of the main problem of technological innovation in higher education is a violation of the educational process with questionable positive results in the future. Inaccessibility of positive results is justified by the organizational specifics of the university. This approach allows us to show the impossibility of solving the problems faced by universities, with the help of technological innovations introduced in view of the contradictory nature of these problems and the lack of binding to innovate to organizational efficiency.

The main characteristic parameters of defended dissertations that may influence the course of thesis preparation and defense are analyzed. Categories of the chances for thesis defense are evaluated. Guidelines for optimization of thesis preparation in accordance with a category are given.
