The article is devoted to the problem of higher education quality assurance in the conditions of Bologna process implementation. Quality of education is regarded as a basis of integration interaction on the level of national educational systems and specific IHls. It provides basic forms of international integration of Russian IHLs with European partners in the uniform European educational space, implementation of which is reviewed as exemplified by Saint-Petersburg State University of Economics and Finances.

Their success is determined through two factors combination of all interested subjects a state, non-commercial organizations and associations, employers, parents, schoolchildren, representatives of educational institutions, students and listners of system of professional and supplementary education and scientific reasons of contents of reforms.

The urgency of the development of distributed mega-universities in the context of problems of access to higher education (the case of Russia)

Based on the analysis of the global rankings of access to higher education the prospects for improving the indicators of accessibility with wide use of information-communication educational technology on the basis of the distributed mega-university are shown. The experience of Russian mega-university – Modern University for the Humanities – testifies to the possibility of a significant reduction of an elitism of students as the main deficiency of the Russian educational system. It also provides the possibility of increasing the financial affordability of education at all levels – from school to postgraduate.

Experience of Belgorod State National Research University shows main directions of development of a tutors’ institution in last years. The authors propose a thesis of impossibility of development of an effective tutors’ institution without regulary sociological monitoring.
