Tasks Increasing Scientific Level and Responsibility of Dissertation Councils

A necessity to increase a level of responsiblity of dissertation councils and quality of the made decisions is set. Mechanisms of representation of a dissertation before defence, its public discussion on Internet-forums and implementation of a system ‘Antiplagiarism’ are described. Effective regulations for commissions investigating and analyzying dissertations before thier defence by involving competent specialists are proposed.

Innovative development of higher education institution: dispositions of participants

Problems of introduction of innovations in system of higher education of Russia are considered. On the basis of the analysis of results of sociological research discrepancy of dispositions of the main actors of innovative process is established: administrations of higher education institutions and scientific and pedagogical workers. The reasons of an arising contradiction are analyzed, is proved that they have mainly sociocultural character. Locates that the bureaucratization of management of higher education institutions doesn’t promote the solution of arising problems.

Scandals in a sphere of education arising in a case of reforms in the Russian educational system are considered in the article. Scandals in 2009-2012 are analyzed, and an attempt to typologize this phenomenon is made. It is stated that scandals should be regulated, and means could be developed as a result of monitoring and developing invariant models of reaction. To resolve the conflicts we can use information and communication technologies and it is possible to do at distance.
