Using a resource of academic freedoms, private universities are able to contribute into implementation of a competence approach in professional training as a prerequisite of innovative policy. Terms of education will be reduced, and it will be followed by direct economic effect; new conditions for really continuous life-long education will arise. The main parameter of effective innovative educational activity is successful employment of graduates and increasing of quality of their life.

Social management regulates realities of social and economic life, therefore categories social and economic in this process and the mechanism are interconnected and взаимообусловлены. The socioeconomic paradigm of social management in modern formation is based on the general theoretical orientations for the analysis of a modern reality in which are included set of steady and valid norms, theories, studying methods simultaneously in a combination of sociological and economic aspects.

A role of a teacher in social management of educational potential is considered on the basis of Russian universities experience. Great attention is paid to quality of teaching in conditions of computerization of an educational process. A tendency of age discrimination, when young specialists are estimated not on the basis of nonobjective charcteristics, such as absence of a scientific degree, a number of scientific publications and educational and methodical complexes, participation in scientific and research activity, international conferences, but on the basis of age,is represented.

Development of Globalistic Mentality and Education

It is shown that one of necessary conditions of prevention of inter-civilization conflicts is development of globalistic or common civilization mentality through a dialog between civilizations. A determining factor in this process is integration of national systems of education and a practice of multi-linguism. A new principle of ‘globalistic mentality’, which will include a combination of constructive mental similarities between different civilizations and will be able to provide sustainability and further development of humanity, is described. Elements of developing globalistic mentality are demonstrated.
