Аннотация / Annotation:
A place of Russia on international market of education (its third level, first of all), situation with foreign citizens’ education and training in the past 20 years, and main parameters of staff training for foreign countries are charecterized. Further growth of a number of foreign citizens studying in Russian higher educational institutions through distance technologies is forecasted. Many natives from Russian-speaking families in the countries of the CIS have no chance to get education in Russian language in the country of their residence and come to Russia stimulating this growth.

Analysis of the University Rankings Models

Аннотация / Annotation:
The article covers the calculation models for some leading international and national university rankings. There have been analyzed advantages and disadvantages of rating models. In the models of ranking there have been identified formal indexes which do not reflect the quality of education and little informative for consumers of educational services. It is shown that to provide objectiveness of university rating it is necessary to pre-split them into homogeneous groups comparable between educational institutes, for each of which the rating model should take into account peculiarities of the group. In particular, it is impossible for a single model to conduct ratings of campus universities and universities implementing e-learning and/or distance educational technology.

Solutions of Russian powers in a field of reforming of education are analyzed. Social interests in fighting against bureaucratic dictate and secrecy are reasoned. It is stated that scales of higher professional education in Russia do not meet with tempo of social and economic development of a country. It is proved that a degree of freedom providing for a teacher in his/her professional activity is a real parameter of democratization of a society.

Computer literacy, foreign language skills (including English) are the resources of integrity of successful positioning of a young worker in society. Within a structure of educational savings of the youth these resources take a small place and are located on periphery of educational interests. It becomes a serious restriction for work migration inside and outside a market of industrial labor and a brake of mastering new competences, providing more abilities for social growth.
