On Stimulating Role of the State Politics in Fostering the Ties Among Science and Education in Universities

The key to successful implementation of this policy is a goal-setting full support of strengthening the scientific potential of the university and its transfer to innovative production. It is about addressing the twin goals: on the one hand, the participation of universities in the training of analytical staff, which could effectively participate in creative work both in production and in the management; on the other hand, the universities must be attractive for industrial companies and leading enterprises in terms of scientific cooperation, promotion of innovative technologies to strengthen their position in the international market. The article is focused on the structural analysis of the basic principles of state policy in the field of the policy for cooperation between universities and high-tech innovative companies.

The problem of university education nowadays is becoming increasingly important. Within the framework of the traditional Russian universities there formed people with a wide horizon of consciousness. Their role as the professional innovators in the modern Russian society significantly increases. It is important these people to be demanded by the society and the state, or otherwise their potential appeared to be not in demand. In this situation, both society and the individual incur substantial losses. In these circumstances the government’s attitude to the university education is becoming increasingly important.

Russian science today is going through a difficult period of renovation and, possibly, future crisis. There are several reasons for this: lack of demand for industry scientists and researchers, the relatively low wages of them, the migration of scientists in commerce, emigration abroad, the low prestige of science in the public opinion and, particularly, among young people. The result is steadily aging of the researchers.. In the article on the basis of the nationwide survey reveals the structural de-function of the academic staff, including not effective, so-called, professional ballast, and widely spread disappointed of the young generation about perspectives of academic career. The negative impact of a «demographic» pit, also, influence the lack of enrollment of post graduate academic students (aspirantura) and young researchers.

Self-dependence as a feature of the social character of the student is determined by many factors: national mentality, power relations in society, the atmosphere in the family, and so on. Thus, independence (in the form of self-dependent work of students) is not just something that can be relied upon, but also what we, teachers, need to develop and promote in every way. An important methodological role in creating clear and precise assignments for independent work of the student is played by such principles as a problem approach, reflexivity, flexibility, etc.
