Development of Multitier System of Higher Professional Education in Russia

Problems of multitier system of higher professional education in modern Russian society are considered. Its specifics, factors, ways of development are analyzed; scientific arguments of followers and opponents of its implementation are analyzed. It is noted that general tendencies in modern institute of higher professional education are decentralization and diversification processes.

Problems of multitier system of higher professional education in modern Russian society are considered. The problem of social and technological education of future state and municipal employees. The experience of social and technological education, accumulated in the Belgorod State University, where training in the field of state and municipal management are more than ten years. The main feature of the organization educational process in a given specialty is the systematic reliance on research in the field of social technologies, ongoing scientific school, which specializes in the study of socio-technological culture as a phenomenon of the XXI century. A general concept of constructing a system of social and technological education of future civil servant have been represented.

In the article, we observe the preconditions, real conditions and the tendencies of education development of elderly citizens in the Russian Federation. Also, we have tried to analyze the operational activity of social institutes, concerning “gerontoeducation” in our country. Moreover, we have suggested their classification. Special attention, in our article, is given to the estimation of potential development of “gerontoeducation” institutes of different types to decide the topical social problems, produced by demographic aging of population.

Information base is analyzed; purpose, direction and forms of usage of research results are reasoned; parameters of their determination are set. Research can be stated as a system of scientific and research procedures focused on collection of true information and elaboration of practical recommendations; usage of its results is a process of implementation of scientific measures, which these recommendations include.
