Аннотация / Annotation:
An analysis of a reform of Russian education within the context of a process of cultural transformation is proposed. A phenomenon of ‘modernization’ of Russian education taking into account those social and cultural conditions, in which it exists. Also a problem of inclusion of a state into processes related to functioning of the whole system of Russian education is analyzed. Great attention is paid to problems arising together with implementation of the unified state examination in Russia and inclusion of Russia into the Bologna Process. All conclusions are supported by statistical data from other European countries involved in these processes too.

An analysis of a reform of Russian education within the context of a process of cultural transformation is proposed. Experience of the Russian State University for Oil and Gas in the name of I.M.Gubkin in development of general cultural competences of students is analyzed in the article. Tasks, which universities facing with in a case of transfer to new federal educational standards and problems arising in a process of their elaboration, are shown. Taking into account a principle of integration of educational and training processes and practical social and cultural activity of a university the author insists on necessity of management of social and cultural environment of a university for developing general cultural competences of bachelors and matsers.

Reforming higher professional education is based on revision of universities and a teaching staff. A simple solution through dismiss of teachers of pension age is followed by new problems of organizational and social-psychological character.
