The process of training in postgraduate study is aimed first of all at the formation of a teacher to prepare the scientific thesis at most graduate students’t. The lack of professional experience after University makes the targeted training of post-graduates, depriving of their thesis reasonable, from positions of professionalism. Therefore, the graduate school is expedient to reduce to the level of the functions of the departments of the universities to meet their requirements for the filling of vacant staff positions with qualified teachers and announce the third stage of higher education (in this way went MSU).

Developing environment of the university consists of a set of heterogeneous and diverse components that make up a certain integrity. In most of its formation promote scientific schools in universities. However ill-effects from the authorities often leads to degradation of the developing environment, which makes the formation of a creative personality. There is a need of liberation university environment from her unusual features and transform it into a truly developmental.

The sociological analysis of vital strategy of provincial youth is presented in article. The concept of “ambivalent socialization”, as synthesis of cultural programs of “the global city” and the province locates. Discrepancy of socialization of young provincials promotes reproduction destructive social the practician in the youth environment. The conclusion about need of change of the state youth policy, proceeding from sociocultural features of the concrete Russian region is drawn.

From 26 June to 3 July 2014 Irkutsk state University (ISU) and the East-Siberian state Academy of education (USGAO) held a conference “Psycho-economic and ethno-cultural resources improvement of interethnic relations in the Russian regions”, which as a key left the subject of the role of education in the achievement of the interethnic consent. Special attention was paid to the regions populated by different ethnic groups, and building educational trajectories for their representatives.

A simulation of the current state and prediction of future changes in the number of research and teaching community of Russia for the period up to 2030 based on assumptions about future salary increase Board of scientists and teachers of high schools, which should occur in accordance with the decree of the President of Russia № 597 from 7.05.2012 year. It is established that the best match of statistical data with the results of modeling is in a case of making assumptions about what a certain part of the Russian youth chooses “research path” regardless of the level of wages in this sphere. The assumption of failure replacement level of scientific personnel in Russia at present and in the near future.

Based on the analysis of statistical materials the features of branch, job-status and status position of Ukrainian Higher School teachers are described. The tendencies and phenomena of occupational segregation of research and teaching personnel in higher school are recovered. The place of teaching staff occupational segregation in the hidden curriculum and its influence on the gender culture formation is disclosed.

Factors creating demand for higher education among pupils with disabilities

This paper reports results of the survey “Monitoring of demands for HPE programs among students with disabilities”, conducted by the Laboratory of monitoring studies of MSUPE in 2012 . Based on these data there were indicated a number of factors, some of which contribute to the formation of demand for higher education among students with disabilities, while others restrict it. The results of research are supplemented by commentaries of experts on education of disabled people.
