Аннотация / Annotation:
Consideration of educational process separately from management and technological context leads to distortions. The latter may become apparent in course of designing and forecasting future characteristics of graduates. Taking into consideration management and technological innovations introduced into organs of government the author examines various scenarios for the development of Russian higher education. Special emphasis is placed on an analysis of the Higher School consolidation scenarios.

In the current article the problems of Higher Educational Establishments rationality in Russia are scrutinized. It is emphasised that this process is taking the main features of formal rationalization. Traps of formal rationalization cause the increase of discrapancies of internal higher educational development. It is also grounded that the main carrier of formal rationalization in higher educational institution is administratire beaurocracy.

Network Information Environment Features as a source of New Knowledge Generation

The article examines processes of free diffusion of projects innovative ideas in a network information environment, as sources of generation of new psychological knowledge in the paradigm of integral systems. Inner borders of information environment are rather conditional and contribute to the minimization of time cycles of innovation development of science intensive projects’ scientific fields, in particular, research in the field of psychology. It is marked that innovation processes and technologies that take place in network information environment connect within the framework of scientific research both objects and subjects and information resources for the purpose of solution of different research tasks.

Development of social mobility is a key component of the process of socialization of children with high creative potential during the formation of post-industrial society and the transition to the creative economy. However, according to the content analysis of scientific articles carried out by the author, this problem is hardly considered as a subject in modern Russian studies. The author believes, that the idea of vertical mobility as a principal direction of social transitions complicates the process of socialization for children with high creative potential and reduces the efficiency of their creative activity.
