Highlights the trends in the training of highly qualified personnel for foreign countries in the Soviet and Russian higher education institutions: change in the number of foreign graduate students and their the composition by country of origin, to the degree that they studied during the period of existence of the USSR and currently, as well as information sources and motives of graduate studies at Russian universities, the main problems (challenges) adaptation in nature, encountered in the first weeks and months after arriving to school, satisfaction with living conditions in Russia and the quality of professional training in graduate school. Analyzes the socio-professional plans of foreign graduates of Russian schools.

Analyzing the data of international and Russian statistics of the global international education market situation, the authors examine the potential of Russian higher professional education in this market, those market factors that stimulate Russian universities to focus on educational standards of the economically developed countries. Much attention is given to the increased competition in the international market of educational services, the criteria determining the selection of foreign nationals of a country to continue their education. According to the analysis of empirical data the authors conclude that the economic efficiency of training specialists for foreign countries directly depends on the volume of investment in education as well as in its infrastructure.

The main tendencies of education and language processes of indigenous small-numbered peoples of the North of the Tyumen district development are indicated in the article. The positive tendencies of educational level increase and interest to native language study allowed to make a hypothesis on perspectives of education development that considers national peculiarities of ethnos, raising the level of native language knowledge that lead to the strengthening of the ethnical self-awareness and harmonious integration in the modern world community.
