The article covers the analysis of negative factors impact on population growth and, therefore, the number of educational institutions students reducing, which can be the development brake of the Russian labor potential and economic modernization. On the basis of calculated forecasts performed by the authors up to 2025 it has been identified the proportion of «demographic pitfall» impact on the population reducing and the birth rate and death rate correlation, and also showed the first factor gradual decay and the second factor dependence from the economic situation in the country, which takes the main role.

Data based on the results of the experimental research show that a level of social and technological culture of future managers has a reproductive-formal character (60%), a quarter of total number of students are on functional level, and only 5.5% of students are on heuristic level. In whole social and technological culture of a modern Russian manager characterizes through heterogeneity, internal discrepancy, combination of differently directed opinions, settings and behavioral practices. Such a situation needs in changes in contents and forms of professional education in a field of management.
