Education is one of the key moments in the survival strategy of Russia in the beginning of XXI century, the implementation of the concept of sustainable development, ensuring the entire national security system. Russia will be able to survive only as “educated, enlightened Russia”, in which the state with the society bears the responsibility for the pace of raising the average educational qualifications of the population. Total quality continuing education must be the availability of higher education, meeting the requirements of the aforementioned law advanced development of the quality of public intelligence, optimization of educational systems.

Research is devoted to the definition of criteria and methods for evaluation and development of intellectual potential of capable and talented youth, which integrates into the community, built as a special environment with the triune code “Intellect – Spirituality – Creativity.” The results of the evaluation, obtained with sociological methods in combination with cognitive and psychological techniques, are presented in article. Three groups allocated: intellectual and creative gifted; with a high social intelligence and creative leaders. There are defined their social functions and described the principles of developing environment.
