Аннотация / Annotation:
The functions of education in society are described; their evolvement in the framework of historical formations is analyzed; a forecast for the development of the informative function of education is provided. The social dysfunctions of the modern national education are critically analyzed. It is noted that the system of mandatory government assignment of new graduates to specific companies or enterprises, which was traditional in the USSR, is replaced by a seemingly equivalent commodity-money exchange. It is also noted that when young people are trained to reproduce such a social structure, it leads to the appearance of an entitlement mentality. The economy acts as an end-consumer of the final product of the system of professional education which either recognizes that the system is functional by providing employment to its graduates or deems it to be dysfunctional by not showing any need or interest in the system’s alumni.

Value of the level of the number of researchers and optimization of structure of high school in Russia

In this issue, based on the use of the Pareto distribution is attempting to assess the level of the number of researchers in Russia. We analyze the hypothesis that the optimal for a developed country in the present period is the value of the number of researchers, equal to 0.8%. It is concluded that the level in Russia is currently sub-optimal, and continues to decline, making problematic the successful implementation of future prospects for the country’s socio-economic level of the OECD countries in the coming years.
