Higher education based on traditional technologies becomes more and more expensive and it is a reason to apply distance forms in education. They are 1.5-3 times cheaper than education in a system based on a traditional, campus, and contact technology. Accessibility of higher education for masses brings an important component of social equality and democacy into life of a society. Systematic renewal of knowledge of people servicing improving techniques is followed by an adequate, mobile, rationally economic and socially equal system of general and supplementary education such as distance education.

A society enters the following three systems of claims: a legal, political and moral one to a state actor. A degree of responsibility of a head of a state is measured as a unity of these three systems: a legal one because a president as a member of a society should obey all rules, a political one because a president producing power and influencing on internal and external policy of the state and a moral one because a president should demostrate high morality and justice. A special function of impeachment is in protecting a state and it should be represented from the position of social and philosophic doctrines.
